Foreign Office, October 22, 1910. I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter

of the 12th instant, suggesting that the purport of the memorandum drawn up by Mr. Brunyate respecting the Shanghai Opium Commission should be communicated to the United States Government.

Sir E. Grey concurs in this suggestion, and if Lord Morley will, as stated in the last paragraph of your letter under reply, be good enough to have the memorandum. prepared in a form suitable for presentation to the United States Government, he will send it to His Majesty's Ambassador at Washington for that purpose.
